C-PAASS
A voluntary annual professional certification program allowing those aerial applicators who strive to constantly educate themselves to better their safety and applications to be recognized for their efforts.
Aerial applicators, now more than ever, operate in an environment of competing interests. An ever-increasing demand for timely and effective applications is challenged by factors such as added regulatory burden, rising insurance costs and stiffer pesticide label language, just to name a few. The agricultural aviation industry is rising to these challenges and, in character, has moved to advance education, rather than regulation, as the path forward.
NAAA and NAAREF jointly launched the Certified-Professional Aerial Applicator Safety Steward (C-PAASS) program in 2023 to serve as the industry’s flagship certification and as a roadmap for the pursuit of the best educational opportunities currently available.
C-PAASS certified aerial applicators can use their certification status to inform regulatory officials and insurance agents and to market to their customers that they have undergone additional training and development to best ensure that they safely provide high-quality service. This was the impetus for developing C-PAASS—to expand and gain recognition for maximizing professionalism and to show allied businesses, from insurance to pesticide providers, additional benefits should be warranted for professional certification, such as possible insurance discounts and more flexibility pertaining to pesticide label language. For instance, some labels already require Operation S.A.F.E. participation to use. It’s possible that in the future C-PAASS certified aerial applicators may be able to apply at lower spray application rates (GPA) or with reduced wind-directional buffer zone distances, etc.
Whatever additional benefits are bestowed upon C-PAASS ag aviators, the program will undoubtedly demonstrate agricultural aviation’s professionalism and positive public image to the industry’s customers, regulators and the public we help feed, clothe and protect.
C-PAASS certification is offered on an annual basis to individual ag pilots, both operator and non-operator. The requirements for 2026 are as follows, including Alternate Methods of Compliance (AMOCs); a more detailed description of the requirements with links, as applicable, can be found below.

2026 C-PAASS Requirements – In Detail
1. Annual Attendance of the PAASS Program
The Professional Aerial Applicator Support System (PAASS) program is presented by pilots for pilots, educating on key safety and environmental professionalism issues important to flying, modern agriculture and crop protection. The primary PAASS Program goals are to reduce the number of aviation accidents and drift incidents associated with the aerial application of fertilizers and crop protection products.
- PAASS Attendance for the past 3 years:
- Fall 2025 / Spring 2026; and
- Fall 2024 / Spring 2025; and
- Fall 2023 / Spring 2024
The PAASS attendance requirement for the current year (Fall 2025 / Spring 2026) must be officially recorded, meaning you receive an Attendance Letter through (1) an in-person State/Regional Agricultural Aviation hosted program, (2) a virtual live NAAREF hosted program, or (3) a virtual asynchronous course on the NAAA Education Center. The PAASS attendance requirement for the previous two years can be officially recorded (see above) or alternatively met by completing the applicable online course(s) on the NAAA Education Center. Previous year PAASS courses are freely available to NAAA members.
2. Biennial Participation in Operation SAFE
Operation SAFE (Self-Regulating Application and Flight Efficiency) is a comprehensive program of education, professional analysis of application, and commitment to clearly demonstrate that ag aviation recognizes its responsibility to minimize the potential for adverse health and environmental effects of agricultural chemical application. The backbone of the program is the Professional Application Analysis Clinic—the Operation SAFE Fly-In, which gives the operator and pilot the opportunity to test their equipment with a trained analyst to help interpret the information and to recommend changes to improve performance.
- Environmental Professionalism Development at least once in the past 2 years (Fall 2024 to Spring 2026), consisting of either:
- Operation SAFE Participation; or
- Completion of prescribed environmental professionalism courses
The Operation SAFE participation requirement must be officially recorded, meaning you receive a Participation Certificate from NAAREF. It must occur in preparation for the 2025 or 2026 application season, meaning it must take place between Fall 2024 and Spring 2026. In lieu of Operation SAFE participation, this requirement can also be satisfied by completion of BOTH The Impact of Each Droplet – Part 1 and The Impact of Each Droplet – Part 2 on the NAAA Education Center during the same time period.
3. Annual Completion of Supplementary Courses
Completion of supplementary courses to augment existing safety training and professional development opportunities.
- Wires Course
The Wires Course requirement is for the current year (Fall 2025 / Spring 2026). It is satisfied with submission of a completion certificate for the Flying in the Wire and Obstruction Environment for Ag Operators course provided by Utilities Aviation Specialists. This course is frequently hosted at the NAAA Expo and many State/Regional conventions.
In lieu of the above certificate, this requirement can also be satisfied by completion of the Avoiding Wire Strike Accidents course on the NAAA Education Center during the same time period.
- Human Factors & Aviation Safety Course
The Human Factors & Aviation Safety Course requirement is for the current year (Fall 2025 / Spring 2026). It is satisfied with completion of the Avoiding Inadvertent Instrument Meteorological Conditions (IIMC) course on the NAAA Education Center.
In lieu of the above course, this requirement can also be satisfied by completion of the Operational Security in Agricultural Aviation course (Available soon!) on the NAAA Education Center during the same time period.
4. Annual Membership in NAAA and a State/Regional Agricultural Aviation Association
Membership in NAAA offers numerous educational and other professional development opportunities, including markedly discounted education sessions at the Ag Aviation Expo, online NAAREF safety and education videos, Fly Safe messages, and a weekly eNewsletter. Membership in a state/regional association offers education and leadership development opportunities and roles to help guide the industry into the future. Much of what happens at the national level starts at the state/regional level, and there is no better place to start professional involvement.
