Congress Begins Challenging FY 2027 Appropriations Process

Congress is beginning to navigate a challenging appropriations process as lawmakers work toward the September 30, 2026, deadline to fund the federal government for fiscal year 2027. While there is still time to complete the annual spending bills, disagreements over spending priorities, internal House Republican divisions, and broader political disputes have slowed progress in both chambers. The untimely passing of Senator Lindsey Graham (R-SC) last weekend only adds to the appropriations complicated situation. House appropriators have faced delays in advancing funding measures, while Senate negotiations remain stalled as lawmakers debate overall spending levels and the administration’s budget priorities. Although Congress is expected to pursue a short-term funding extension to avoid a shutdown this fall, that approach would push many major decisions into the post-election lame-duck session. For the agricultural aviation industry, the outcome of these negotiations could influence funding for USDA programs, agricultural research (especially important is the USDA-ARS Aerial Application Technology Research Unit in College Station, TX), regulatory activities, and other federal initiatives important to farmers and the businesses that support them. NAAA will continue monitoring the appropriations process as lawmakers work toward an agreement.
