Unmanned Aircraft Systems

UAS, also known as unmanned aircraft (UA) or drones, pose a safety threat to low-altitude manned aviators, especially ag aviators, if operated carelessly. They can also complement an aerial application operation; purpose-built aerial application UAS may be used to treat obstacle-constrained areas that themselves could pose a safety risk to manned agricultural aircraft. NAAA believes FAA needs to take a measured, incremental approach to safely integrating UAS into the National Airspace System (NAS). This means the agency needs to fully assess the risk of UAS to manned aircraft as it incrementally opens the airspace to them.

Specifically, NAAA maintains that:

  • UAS must always give the right-of-way to manned aircraft (pilots cannot reliably see them)
  • UAS should be equipped with a comprehensive detect and avoid (DAA) system validated by FAA as effective against the unique low-altitude flight profile of manned aerial application operations
